Relevant draft amendments to resolutions of the Government of the Russian Federation*, prepared by the Ministry of Industry and Trade of Russia, have been published on the regulation.gov.ru portal.**
The proposed changes предусматривают, for the purposes of obtaining support measures in public procurement, extending until June 30, 2026 the possibility to confirm the country of origin of medicinal products and certain medical devices using a CT-1 certificate of origin, as well as extending until November 30, 2026 the possibility of such confirmation through a registry entry in the register of industrial products obtained by July 1, 2026 without point-based scoring.
It is also proposed to postpone the entry into force of the point-based system for medicinal products until July 1, 2026.
The amendments were prepared in connection with ongoing efforts to transition certain medical devices to a point-based system for assessing the country of origin, as well as the need to synchronize regulatory legal acts with the date of entry into force of the “second excess” mechanism for medicinal products included in the list of strategically important medicines produced in the EAEU under a “full-cycle” model, which, in accordance with a draft amendment prepared by the Ministry of Finance of Russia, is proposed to be postponed until July 1, 2026.
